Narrative:
Pittsburgh Region Clean Cities (PRCC), the Congress of Neighboring Communities (CONNECT), and Duquesne Light Company (DLC), have partnered together to conduct a new, cohort-based Electrify Allegheny Program. The program invites CONNECT's 40+ municipal communities to either transition their fleets to electric or explore options for installing public charging infrastructure.
Electrify Allegheny will help determine feasibility of electric vehicle (EV) charging, conduct a fleet analysis to determine the use case, utilize the use case to provide technical assistance, and then assist in developing group opportunities for deployment. As part of this program, PRCC will provide education on alternatives fuels and trainings as well as information about funding opportunities and grant writing support.
Outputs & Outcomes:
A total of eighteen communities opted into the program's first cohort, with tentative plans emerging for a second cohort to specifically support disadvantaged communities (DACs). To date, more than 41 sites have already been assessed for charging infrastructure by DLC; twelve sites are Federal Justice40 areas and an additional four are in State EEJ areas. Several of the participating municipalities joined together in support of a regional Charging and Fueling Infrastructure (CFI) grant proposal.
At the time of this writing, three dedicated Electrify Allegheny workshop events have been held to date. The first featured a tour of municipal EV charging project sites; participants also rode on an electric school bus (ESB) between site locations. The second event focused on review of the participants’ EV charging site assessment packets and included time for technical consulting. The most recent workshop highlighted EV fleet maintenance and featured a tour of the new EV technicians’ training lab at the Community College of Allegheny County (CCAC)’s West Hills Center. Two of the events highlighted funding opportunities for participating municipalities and community based organizations.
The impact of this program will directly reduce emissions by helping local communities meet their municipal Climate Action goals while displacing vehicle miles traveled in combustion vehicles. CONNECT set preliminary collective targets for reducing greenhouse gas (GHG) emissions by 30% by year 2030 to achieve net-zero by 2050 as compared with 2018 levels wherein emissions from transportation and mobile sources accounted for about 7% or 314,443 tons of CO2e.
